That's an old issue !!! This #1506292 report is a 'private' one i suppose; so it cant be opened, except if you are the owner. So Apport should not set 'public' reports as 'duplicate' of a 'private report; but the opposite: set the 'private' one as the duplicate, and possibly switch the 'private' one to 'public' if allowed.
