Why would you want to install both libjpeg-progs and libjpeg-turbo-progs? "apt-cache depends libjpeg-progs" tells they conflict and replace each other. I noticed similar issue after upgrading from Trusty to Xenial. Both packages were installed. I resolved that by purging libjpeg-progs. I did not want to purge libjpeg-turbo-progs, because jhead depends on it and I wanted to keep it. This should provide you with a quick fix. It makes a couple of assumptions such as, that you've attempted to install libjpeg-progs and it's failed. Basically it goes and grabs the package from your cache, extracts out the package, changes the control file to allow it to resolve the conflict and changes the version number (appends this bug report number to it), bundles it back up into a package and then installs the package.
