Did you see the url I gave? It's a SRU for 16.04, it's going to be
copied to updates once verified but you can enable xenial-proposed in
the software properties settings and install it if you want to test it
before it's migrated to updates

Sorry, why should the average user compile a higher network-manager
version when the cause of the issue is known? 16.10 has network-manager
Version 1.2.2-0ubuntu1 (yakkety), so why cant 16.04 get a patched
network-manager in updates?

i had the bug again this morning on boot so ipv6 to ignore did not fix the
dhcpdiscover loops
network-manager restart solves it temporary

i tried removing all network connections, both wifi and cable and after a reboot
wifi icon showed as the cable connection (arrows up & down)
editing the wifi connection==>ipv6 set to ignore + a reboot got my wifi
icon back
