Could someone please explain to me the dumb decision to activate LXC by
default in a default install of 16.04LTS ?

What's wrong with the obvious process that *IF* I want virtualisation, I
can either activate the service or install the package.

Why on earth run it by default and waste un-necessary resources on the
system ?
