Public bug reported:

I usually connect an external monitor to my laptop. I had it set up
(System Settings->Displays) so that the laptop's built-in monitor is
turned off, and the external monitor is the only active one (of course,
when I unplug the external monitor, the builtin one turns on
automatically, and it turns off when I plug in the external monitor
again). I have been using this configuration for ages and it usually
gets remembered across boots, as expected.

Today I booted and the two monitors were both turned on, acting as an
extended desktop. Unplugging and plugging the monitor again did not fix
the issue. I had to manually edit the settings to put them as they were
before.
