So, if old prerm is failing on a bad unit, then new prerm is attempted.
New prerm should be written in a way that it skips/ignores the failure.

cups 2.1.3-4ubuntu0.2 has now been removed. I have reopened bug 1642966,
which tracks the original problem. I'll use this bug to track
occurrences of the problem caused by the publication of
2.1.3-4ubuntu0.2. New occurrences caused by this publication should stop
