That's all well and good, but under the the current limits systemd is still able to pass, so it is not *required* to fix this bug. The problem was that the host had piled up stale containers. That is cleaned up, and the tests are succeeding now. ** Changed in: systemd (Ubuntu) Status: New

1) 2.0.10 (xenial-updates) 2) max_user_instances = 128 I think this should have been enough, but we had a problem where there were stale lxd containers (both RUNNING and STOPPED) piling up. I cleaned all of those out; hopefully if you retry it'll work. Maybe we should still roll out the sysctl.d
