That's all well and good, but under the the current limits systemd is
still able to pass, so it is not *required* to fix this bug. The problem
was that the host had piled up stale containers.
That is cleaned up, and the tests are succeeding now.

I believe the sysctl.d changes, as recommended by lxd upstream for
optimal hosts, should be rolled out on the hosts that run armhf & s390x
testing.

I think this should have been enough, but we had a problem where there
were stale lxd containers (both RUNNING and STOPPED) piling up. I
cleaned all of those out; hopefully if you retry it'll work.
Maybe we should still roll out the sysctl.d

I need to check with ADT infrastructure team, that recent enough lxd is
in use for armhf testing that bumps inotify watch limit, and that the
limit is not too low. This has been coming up before.

running out of inotify watches.
