Bug description:
  TMPTIME is incorrectly migrated on an upgrade from Trusty to Xenial.

  tmp.conf uses D where it should be d. This also has the effect of
  wiping /tmp no matter what.

  This is fixed in Debian.

  This could result in data loss, although storing non-volatile files in
  /tmp is madness.
