I believe this is correct and not fixable because apport-collect uses launchpadlib and on Ubuntu 16.04 it needs to use python-launchpadlib, not python3-launchpadlib, because of some bugs in launchpadlib or its dependencies that were not fixed in Ubuntu 16.04. See bug 1153671 for details. -- You
