I upgraded to 18.10 from 18.04 4 or 5 days ago and have been experiencing this issue. logind.conf modification works only when you fresh start a laptop and you're in the login screen. When you close the lid laptop will suspend. When you login closing the lid does nothing. Logs "sudo journalctl -b -u systemd-logind" show "Lid closed" and then "Lid opened" records. But nothing happens. Dell 5510 laptop, pretty old, but in previous versions it worked as expected. I have the same problem on a fresh installed 18.10 for 32-bits, but only if external monitor is connected. In journalctl I found that whenever the machine reached suspend target, ACPI kicked in to wake the machine again. kernel: ACPI: Low-level resume complete Today, I put the machine to sleep (using the alt option on the shutdown menu). The machine woke up every two seconds and went to sleep again (for over half an hour). Finally and for no obvious reason, the machine kept sleeping until I woke it up 3 hours later. I have figured out how to make the machine go to sleep. press alt on the shutdown menu makes the machine go to sleep and immediately wake up again. Do it again and it goes to sleep. HOWEVER: This triggers another issue: Resume does not work every second time (requires reboot). I could not figure out why this behaviour is like it is.
