The apparmor package provides this file:
$ dpkg -S /etc/apparmor.d/abstractions/mysql
apparmor: /etc/apparmor.d/abstractions/mysql
It seems the file was accidentally deleted. Recreating it in the manner
you did is the proper way to resolve the issue.
