If I manually install auditd 1:2.8.3-1ubuntu2 from Cosmic, the issue is corrected. It seems the bugfix wasn't backported to Bionic. It seems to be related to this issue reported with RHEL https://bugzilla.redhat.com/show_bug.cgi?id=1587995.
