Ubuntu is a distribution, and most software included in Ubuntu is originally developed and maintained elsewhere ("upstream"). An IBus bug would be filed at . If you do, you may want to refer to the issue I mentioned and which was closed by the upstream

It's not that ibus-setup is disabled, but since its core functionality is replaced by Settings on an Ubuntu desktop, we have chosen to hide it to prevent confusion. I would consider the examples you mention as advanced configuration. You can still open it using e.g. + and enter ibus-setup.
