Closing, that doesn't seem an ibus/Ubuntu issue for one with snapd or
the atom snap itself, it's reported upstream so that's a better place to
discuss the problem now

Yeah, it's easier to install the deb on 20.04 now than it was when I
made the 'experiment'. The explanation is the package python-is-python2
which was added to 20.04 right before the release.
But they should still port atom to python3 - python2 is obsolete and
will soon disappear from the Ubuntu
Upgraded Ubuntu to 20.04, and Atom snap to 1.46.0.
Chinese input is attempted without success.
I followed the instructions on https://flight-manual.atom.io/getting-
started/sections/installing-atom/ and installed the deb version instead.
Chinese input can work under this version.

As an experiment I manipulated the deb so it depends on python2 instead
of python:
https://people.ubuntu.com/~gunnarhj/atom-python2-amd64.deb
That file could be installed on focal, and I could successfully use IBus
input methods.
