I have the same problem after updating to 20.04.1. An empty window shows
up when I launch software-properties-gtk, but sudo software-properties-
gtk works ok. I renamed /etc/apt/sources.list.d so that presumably its
contents won't be parsed. Below is my /etc/apt/sources.lst.

I had the same problem, after the upgrade from 18.04 to 20.04.1 it it opens
correctly.
Then I removed some useless repositories and when updating the list the
software hung and I had to force its closing.
After that it opens only with root permissions (sudo software-properties-gtk).

Since I updated the source.list with software-properties-gtk after the
migration to eoan, software-properties-gtk refuses to be launched from gnome
shell.
However, sudo software-properties-gtk works.
For information, I also had a non utf8 character in /var/lib/dpkg/status
