The correct metadata here is Breaks, and it is already present, see https://salsa.debian.org/qt-kde-team/qt/qtbase/commit/78c0aa9db8684a1a. That is correct behavior. You had many Qt 4 packages installed, however Qt 4 was removed from Ubuntu, and it conflicts with the latest version of Qt 5.
