This "Operation not permitted" error looks suspicious. @rubiselprieto
can you check the permissions on your /etc/cron.d directory?

I have same issue and could not fix with "apt-get install -f". Here my

while upgrading from 18.04 to 20.04
some errors occoured
after upgrading, updating crased
as suggested, I did apt-get install -f
after that everything works fine
