per the test case.

from groovy to hirsute I ran 'sudo apt-get install base-passwd' and
observed the following.

and be available at https://launchpad.net/ubuntu/+source/base-
passwd/3.5.49ubuntu1 in a few hours, and then in the -proposed
repository.

before upgrading to 21.04. Could user "irc" being left from this former
program installation?
