dpkg defaults to nocheck on riscv64 (see bug #1891686), and as a
consequence libsndfile fails to build from source, because
libsndfile1-dev wants to install test binaries that weren't built:

"DEB_BUILD_OPTIONS=nocheck"
dh_install: warning: Cannot find (any matches for) "tests/.libs/*" (tried in .,
debian/tmp)
