This might just be a GUI bug in gnome-control-center. Someone will need
to tinker with bluetoothctl to investigate further.

I was facing the same problem. My toggle was not at all working, neither
from the top bar dropdown menu nor from the settings window. Switching
on the toggle did not have any effect. I had also reported this bug.
