Thank you Dani Llewellyn for pin-pointing the issue. According to https://launchpadlibrarian.net/619433186/gtk+3.0_3.24.34-1ubuntu1_3.24.34-3ubuntu1.diff.gz the patch named `reftest-known-fail.patch` was dropped from `debian/patches/series`.
