OK makes sense. Tests that are 'skipped' as above are listed at the end of the test run (with the bug url) and can be optionally enabled. This bug was mostly for reference for the folks in the Ubuntu release team since we're in feature freeze, almost at final freeze. I uploaded the fix directly afterward. What ICU is this? I can't tell which version from here.
