Seems the bug only happens when using non integer fractional scaling (such as 2.5x or 250%). When using 2x (200%) mouse still scale ok. And when fractional scaling disabled and setting 200% scaling, also mouse ok. Found the following errors when setting to 250% fractional scaling :

desktop-icons-ng uses GTK3 so maybe that's the common factor? Basically any older GTK app that has to fake fractional scaling by being over- upscaled and then downscaled in the compositor. ** Also affects: gtk+3.0 (Ubuntu) Importance: Undecided Status: New -- You received this bug
