I have done manual tests with jammy-proposed and focal-proposed.
I have added in /etc/systemd/system, the following service and enabled it. Then
rebooted.

DefaultDependencies=no
Before=systemd-udev-trigger.service
[Service]
Type=oneshot
ExecStart=systemctl daemon-reload
[Install]
