Bug description:
  Binary package hint: apport

  As far as I can tell when you are submitting an existing crash report
  (or one from a different system) using a command like:

  ubuntu-bug /var/crash/_usr_share_apport_apport-gtk.1000.crash

  The collect_info function is skipped, since it was already collected,
  and subsequently search_bug_patterns is not called at all.  I think
  the bug patterns should be searched in this use case also.
