As Nobuhiro said, it's already applied, and affected ubuntu releases are
now unsupported, so closing.

Bug description:
  cvMixChannels contains a bogus assert in the first line of the
  function, preventing it from working correctly in most situations.

  This assert was removed by upstream in r2249:
  https://code.ros.org/trac/opencv/changeset/2249/trunk/opencv/src/cxcore

  Can the attached patch, from that changeset, be applied to the .deb?
