Comment #22 says that tzdata's maintainer scripts never remove /etc/timezone and therefore it is not the fault of the tzdata package. Due to that and the age of this bug, I am marking it invalid for tzdata. Please report back if you experience it with a recent Ubuntu version. ** Changed in:
