To reproduce, simply select KDE as the debconf frontend, without installing liblist-moreutils-perl. This is due to a missing dependency on liblist-moreutils-perl in libdebconf-kde0, which causes /usr/lib/perl5/QtCore4.pm to be unable to compile/run.
