I have no "Online Account..." option in the UI. Previously it was an option in the User Indicator. Though I was unable to find it in Settings or Searching Unity, I was able to access it through "Empathy" using the "Edit Connection Parameters..." for my Google chat account that was previously setup via GOA. Same for me, using Lubuntu 17.10.1 Can open it with “gnome-control-center online-accounts” from a console (although there are two warning message, see below), but that's not clean to have to open a console to open it. I came to that issue while learning more about Ubuntu WebApps.
