I think the current behavior is correctly, but the comment in "/etc/default/halt" sould be updated. Currently, this file is only used by /sbin/shutdown (or by the /etc/init.d/halt, that can be called by the /sbin/shutdown depending of the situation). Updating the comment may avoid user misunders
