It's interesting that for both of you the output of "resolvctl" shows "resolv.conf mode: foreign", which is non-default and unsupported by Ubuntu. It should be using "stub" mode. /etc/resolv.conf should be a symlink to /run/systemd/resolve/stub- resolv.conf in order to be managed by sd-resolved.
