  When updating my Xenial with freeradius installed but not active I got
  the following error:

      Setting up freeradius-utils (2.2.8+dfsg-0.1ubuntu0.1) ...

      Setting up freeradius-ldap (2.2.8+dfsg-0.1ubuntu0.1) ...
      freeradius.service is not active, cannot reload.
