Ubuntu 14.10 (utopic) reached end-of-life on July 23, 2015. This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue using a maintained version of Ubuntu please let us know. Various sources online suggest this bug is fixed in Network Manager 9.8.8.9 (Ubuntu is currently on 9.8.8.8) but I haven't verified this myself. It appears most of the time... and SOMETIMES it shows the right symbol. This occurs for me on 2 different networks, always Wi-Fi. I don't see where WiFi Radar is involved in this bug report. But, if you are trying to run WiFi Radar along with NetworkManager, that is likely the source of your problem. WR and NM do not play well together and should not be used at the same time.
