Tested this on vivid, and it no longer reproduces. GPS behaves as
expected.

  STEPS:
  1. Install image 121 and install the krillin custom tarball
  2. Boot the device and use the recommend here location check box  in the 
location page
  3. Drag down the location indicator
  4. Enable gps
  5. drag down the indicator
  6. enable gps a second time
  7. reboot the device once gps stays on
  8. check the locations indicator again

  EXPECTED:
  I expect to see happen what happens on rtm

  ACTUAL:
  Gps is turned off on reboot, and doesn't function when enabled.

We landed a change in indicator-location that should help fixing this
issue. Can you try reproducing again but using the channel ubuntu-touch
/vivid-proposed-customized-here instead?
