Here is a video. First the scroll behaviour of the apps scope (not bad).
I switch to the twitter scope (bad).

Have this bug since I installed the scope, can't remember at which OTA the
system was at that point.

I am going to add unity-scopes-shell and unity8 to this bug because
smooth or jerky scrolling is not controlled by the scope itself.
