Looks related to bug 1671990 but it's marked as invalid. However, I'm not running lxc-create inside another container. It is under qemu-user- static though. It's under zesty lxc-create -name jessie-armhf -t debian -- -a armhf -r jessie while the same architecture under Ubuntu using zesty creates without errors.
