  ModemManager.service does not be enabled by default in Xenial

Status in modemmanager package in Ubuntu:
  Confirmed

Bug description:
  The ModemManager.service dose not be enabled by default if it's new install 
from apt-get.
  [OS version]
  Ubuntu 16.04

  [modemmanger package version]
  $ sudo apt policy modemmanager
  modemmanager:
    Installed: 1.6.4-1ubuntu0.16.04.1

  [Reproduce step]
  1. Remove modemmanger if already installed, and clean the old symlink of 
systemd, to make sure it's a clean environment
  $ sudo apt remove modemmanager
  $ sudo apt --purge modemmanager
  $ sudo find  /etc/systemd/system | grep Modem | sudo xargs rm

  2. Install modemmanager
  $ sudo apt install modemmanager

  3. Reboot system and check the ModemManager.service status
  $ sudo reboot

  $ sudo systemctl status ModemManager.service 
  [sudo] password for darrenwu: 
  ● ModemManager.service - Modem Manager
     Loaded: loaded (/lib/systemd/system/ModemManager.service; disabled; vendor 
preset: enabled)
     Active: inactive (dead)
