Public bug reported:

I get the following while trying to install python3 on Bionic.

dpkg-query: package 'dh-python' is not installed
Use dpkg --info (= dpkg-deb --info) to examine archive files,
and dpkg --contents (= dpkg-deb --contents) to list their contents.

What I can tell, every other Ubuntu release has this dependency but not
Bionic.

** Affects: python3-defaults (Ubuntu)
     Importance: Undecided
         Status: New
