Maas is being fixed to use “ip” instead of ifconfig. The reason why it wasn’t noticed before is because MAAS does only use LTS releases for commissioning. Since we only run ifconfig -a during commissioning, then the regression wasn’t found till recently. net-tools is deprecated in favor of iproute2, and is only included in the server seed in 18.04 because there wasn't time in the 18.04 cycle to verify the effects of its removal.
