I just got an opportunity to install a fresh ubuntu 19.04, so I thought
I would give a try to the patch... But on this fresh install, I do not
have the problem... (without even enabling proposed packaged).
I don't even understand *why* the x11-bell module is

Thanks, I can't confirm those problems but the patch seems indeed a distro
divergence we don't need, remove it now in the packaging vcs

In my case, the sound was the correct one, but it was played twice at
the same time, causing some unpleasant saturation.

The request makes sense but I wonder if you saw any user visible impact?
Trying on a recent disco installation, using the 'beep' command or press
tab on a command line reflect the sound selected in gnome-control-center
