  systemd-networkd[4343]: Failed to parse RPDB rule family, ignoring:

  This appears to be a known issue at

  Fix is available at https://github.com/systemd/systemd/pull/16986

Per my testing, restart systemd-networkd is also affected.

Debian maintainer refused to apply my backport due to patch size.

from the upstream bug report it seems like this is only a problem when
calling networkctl reconfigure; everything works correctly on boot or
restart of systemd-networkd, right? I think it's unlikely the upstream
commits will be backported if only networkctl reconfigure has problems.

If not, please provide more detailed instructions on exactly how to
reproduce the problem.
