Thank you for taking your time to report this issue and help making
Ubuntu better.

This has been fixed in net-tools 1.60+git20150829.73cef8a-2ubuntu1 in
Ubuntu Yakkety, and this section now says "privilege". If you would like
a fix for this in 16.04, please review
