[Trac] trac-admin permission list does not bark about nonexistent user?

Trying to come up with a way to check if a given user exists. User hairloss is not defined in test-repo. I expected it to bark at me, saying user did not exist or something. Instead, it acted like user was there trac-admin /srv/trac/test-repo permission list hairloss User Action

Is there a way to use trac-admin to check if I created an environment already? The closest analogy I have is with derivatives, I can try to, say, create a database/user only if they have not already been created. But I do not see how to do that here. Closest I could come up with is to do

We use both trac and rt, but for different purposes: trac is used to keep track of internal/development/bug tracking tickets and internal wiki while rt is used to handle customer support. As expected, some of the customer tickets lead to tickets in trac. Is there a good way to make them play
