The most promising way will lead via xml2po, part of the Gnome project. You can convert RTF to XML (Google is your friend), then convert that with XSLT into an XML flavor supported by xml2po, that is DocBook or Mallard (or ... no idea). Google will probably help you with that approach. You will maybe save time and money with a simpler approach: Use plain text for your license agreement (nobody will miss anything) and DocBook or Mallard for your documentation.
