If I remember correctly the feature is available in your version. What
might be an issue is the way the matching happens. For the alternative
source language to show, Pootle looks for an identical string in the
alternative language. Could it be that the strings are maybe not
completely identical, or that the alternative language has strings
fuzzy/untranslated?

Furthermore keep in mind that with you have to restart Pootle if you
edit users.prefs or pootle.prefs.
