Just updated to 65.0.1 (64-bit) and hanging on downloads seems to be fixed.
However, the CAPTCHA issue is still prevalent. I can't log into sites like
Bandcamp at all because of this.

No, Icecat 60ESR works too (it's just not in the repo). This is only
seems to be a problem for FF64+

I have it too in 65.0.1 (64-bit). With the latest update, the Web Developer
Tools > Console is empty too (no output log, no input possibility, just blank
white space).
Battery charging has to be defined in the BIOS since you want be able to
discharge the battery when you access the BIOS settings on battery power
alone. You can override the hardware settings directly from GNU/Linux using
tp_smapi according to the wiki page I provided a link to.
Like many others (perhaps everybody?) my T400s produces this annoying noise
which I learned from other users is coil whine from the CPU. It appears that
some bios/windows users have successfully solved the problem, but the
examples I have found are with other machines than the T400s.
