It's not about the internet. Unless you have 'apt-listchanges' installed,
nothing will work. Or it could also be a bug with kpackagekit and
apt-listchanges in natty: bugs.launchpad.

Yes, I can do that but "Software Updater" a.k.a update-manager has a
changes tab that supposed to do this thing, but it says "Failed to
download the list of changes.
Please check your Internet connection." although my connection is OK.

I do not quite understand what you are trying to do. Just read
/usr/share/doc/abrowser/changelog.Debian.gz (e.g., with the 'less' command)?
Were you connected to the Internet? For instance, were you able to visit a
Web page?
APT's logs are in /var/log/apt (probably what you are looking for). dpkg's
logs directly are in /var/log. The Changelogs of the individual packages are
in the subdirectories of /usr/share/doc.
