I've already done both of those things and it doesn' work, I've even removed
every content on .mozilla.

Yes it does.
Right click the search box show suggestions.
Alredy done that before posting, I don't have suggestions even though the its
is marked as true.
I have the theory that it has to do something with the language settings.
Often the culprit is an extension. You could make a new profile and try both
things.

I've been using Abrowser and Icecat very happily thanks to their better
configuration defaults but I miss the searchbar suggestions provided by its
respective search engine. I've tried to enable them via system settings but
it didn't work.
