It's not like installing it will break your system. The point of
`build-essential` is to have a set of useful packages for developers or users
that compile programs in general.
So, yes, `sudo apt install build-essential` will install GCC.

You can use WordPress (the CMS) for free – it is free software released
under the GNU GPL.
WordPress.com is the official hosted instance, that has some paid feature.

Your 750 Ti, like all Maxwell cards, may never work under a fully free
operating system. Even if the NVIDIA-provided firmware was free, you would
not be able to run a modified version if it, especially being “tivoized”.
I don't think much will change for Wine users. Mono is a different case
though.
