[Trisquel-users] ACE Submarine Cable Cut Impacts Ten Countries
https://blogs.oracle.com/internetintelligence/ace-submarine-cable-cut-impacts-ten-countries The ACE (African Coast to Europe) submarine cable runs along the west coast of Africa between France and South Africa, connecting 22 countries. It extends over 17,000 km, and has a potential capacity of 5.12 Tbps. The cable system is managed by a consortium of 19 telecommunications operators & administrations, and the first phase entered service in December 2012. While it may not have been completely problem-free over the last 5+ years, online searches do not return any published reports of significant outages caused by damage to the cable. However, on March 30, damage to the cable disrupted Internet connectivity to a number of connected countries, with reported problems posted to social media over the next several days. These posts indicated that the ACE submarine cable was cut near Noukachott, Mauritania, but did not provide any specific information about what severed the cable. The Sierra Leone Cable Limited (SALCAB) says the data connection to #SierraLeone is partly down due to the ACE Submarine cable cut in Nouakchott, Mauritania. #SierraLeoneDecides — Leanne de Bassompierre (@leannedb01) April 1, 2018 Of the 22 countries listed as having landing points for the ACE Submarine Cable, 10 had significant disruptions evident in Oracle's Internet Intelligence data. The graphs below show the impact of the cable cut to Internet connectivity within the affected countries, with the countries shown grouped by the number of submarine cable connections each country has, based on information found on TeleGeography's Submarine Cable Map. This first figure, immediately above, includes graphs for the six affected countries (Sierra Leone, Mauritania, Liberia, Guinea-Bissau, Guinea, and the Gambia) that only have a single submarine cable connection (to ACE). While the disruption begins at the same time across all six countries, it is interesting to note that the duration and severity of impact varied widely. The most significant, and longest-lasting disruption was seen in Mauritania, with a complete outage lasting for nearly 48 hours, followed by partial restoration of connectivity. Sierra Leone also saw a significant impact as a result of the cable cut, followed by a complete outage on April 1. However, we believe that the April 1 outage may have been government-directed, related to recent national elections. The differences in duration and severity may be related to the other international Internet connections, via terrestrial cable or satellite, that the providers in these countries have in place, resulting in varying levels of reliance on the ACE cable system. The second figure, immediately above, illustrates the impact of the cable cut on Internet connectivity in Benin, which is connected to two submarine cables - ACE and SAT-3/WASC, which follows a similar path along the west coast of Africa, up to Portugal. The impact on Benin appeared to be nominal, affecting less than a tenth of the regularly available networks, with nearly all coming back after a little more than a day. The redundant connection to SAT-3/WASC, as well as other terrestrial/satellite connections, may have helped to mitigate the overall impact on Benin's connectivity. The third figure, immediately above, highlights the impact of the cable cut on three affected countries, each of which is connected to three submarine cables -- Senegal (ACE, SAT-3/WASC, and Atlantis-2), Ivory Coast (ACE, SAT-3/WASC, and the West African Cable System), and Equatorial Guinea (ACE, Ceiba-1, and Ceiba-2). The duration of the disruption in Senegal is longer than the other surveyed countries, but may be related to its proximity to the cable cut, which took place near Mauritania. And although Equatorial Guinea is connected to three submarine cables, the Ceiba-1 cable provides no international redundancy, while the Ceiba-2 cable is only connected internationally to Cameroon. (However, Cameroon is connected to four other submarine cables, in addition to Ceiba-2 and ACE.) And while Ivory Coast (Côte d'Ivoire) is connected to ACE, the observed disruption begins several hours after the other affected countries, and lasts significantly longer, which could indicate that it is actually unrelated to the reported cable cut. Conclusion With multiple submarine cables landing in Western African countries that provide connectivity between countries, as well as to landing points in Europe, network providers in these countries have an opportunity to take advantage of this redundancy to mitigate the potential impact of problems such as the ACE submarine cable cut discussed above. Internet Intelligence data showed that in this case, there was a somewhat limited impact to Internet connectivity in connected countries, but problems with other cables in the past

Re: [Trisquel-users] net neutraility is being threatened yet again...
The FCC Is Using Garbage Lobbyist Data To Defend Its Assault On Net Neutrality from the garbage-in,-garbage-out dept By now it should be clear to most Techdirt readers that new FCC Boss Ajit Pai envisions a future where there's little to no oversight of giant telecom duo/monopolies like Comcast. Pai has wasted no time making that dream a reality since taking office, having killed plans for more cable box competition, undermined FCC attempts to stop prison phone monopolies from ripping off inmate families, and paved the way for killing net neutrality. He's made no mystery of his overarching goal: replacing functional FCC oversight of broadband providers with the policy equivalent of wet tissue paper. If you spend twenty seconds with Pai's voting record (like that time he voted down holding AT accountable for actively helping crammers rip off its own customers by making scams harder to detect on customer bills), you'll discover his positions have one consistent beneficiary (tip: it's not you). You'll also note his arguments are often comically disconnected from the actual facts. Like that time the FCC boss declared that Netflix was the real enemy of net neutrality -- simply because it operates a content delivery network. Or the time he insisted meaningful consumer protections would inspire Iran and North Korea to censor the internet. Or the countless times he's insisted net neutrality killed network investment -- despite that claim not being supported by objective data, SEC filings, quarterly earnings or ISP executive statements. And while it's one thing to actively disagree on policy, Pai has consistently engaged in countless, easily-debunked falsehoods to justify his positions. Which is ironic, since pretty much every speech Pai makes involves him promising to bring more "sound economic analysis" to FCC policy making. Take this recent speech (pdf) given to the American Enterprise Institute (which takes substantive funding from the large ISPs that benefit directly from Pai's policies): "I have long been concerned that economists haven’t been systematically incorporated into the FCC’s policy work. Instead, their expertise is typically applied in an ad hoc fashion, and often late in the process. We are taking a major step to correct that. A month ago, I kick-started a process to establish an Office of Economics and Data. This Office will combine economists and other data professionals from around the Commission. I envision it providing economic analysis for rulemakings, transactions, and auctions; managing the Commission’s data resources; and conducting longer-term research on ways to improve the Commission’s policies. My goal is to have the new office up and running by the end of the year. And I’d be remiss if I didn’t acknowledge the prior work done by Jeff Eisenach and others at AEI in providing the intellectual foundation for this office. Again though, if you track Pai's votes and real-world actions, you'll consistently find a comic disconnect from this breathless, self-professed dedication to sound data and economic policy. In fact the very same day Pai was giving that speech, his Chief of Staff Matthew Berry took to Twitter to proclaim that new data suggests that Title II (the legal underpinnings of net neutrality) has reduced telecom sector investment by $5.6 billion: BREAKING: @FSFthinktank releases new estimate that Title II has decreased broadband investment by $5.6 billion. https://t.co/rsdrwcx2LM — Matthew Berry (@matthewberryfcc) May 5, 2017 The source of that data is the Free State Foundation (FSF), a think tank that takes consistent funding from large broadband providers like AT and Comcast (and tries to obfuscate that fact). This isn't objective science. It's farmed data pushed by a lobbying arm of the telecom industry. And when you head over to the methodology of that report you'll note a fairly selective window chosen to support the group's position: "USTelecom publishes data on broadband capital expenditures (capex) for each year dating back to 1996. Using this historical data, I collected figures on the previous twelve years before the Open Internet Order was adopted in February 2015. I picked 2003 as the first year because the market had just collapsed from the dot-com bubble and total broadband capex was at its lowest point since 1996. I established a trend line from 2003 to 2016, which created a linear pattern over the first 12 years before the Open Internet Order and estimated what we could have expected broadband capex to be in 2015 and 2016 without Title II public utility regulation. One, the office of a former Verizon lawyer citing an ISP-funded think tank using data from an ISP-funded lobbying organization -- should be nobody's definition of "sound economic analysis." Two, Twitter users were quick to point out that the FSF
Re: [Trisquel-users] net neutraility is being threatened yet again...
The Worst Lies From Yesterday's Anti-Net Neutrality Speech Libby Watson 4/27/17 5:48pmFiled to: Beltway Bullshit https://gizmodo.com/the-worst-lies-from-yesterdays-anti-net-neutrality-spee-1794717829 Yesterday, FCC Chairman Ajit Pai announced his plan to repeal the 2015 Open Internet Order, which prevented internet service providers (ISPs) from blocking or prioritizing certain traffic, and reclassified providers as “common carriers.” Up to that moment, Pai had kept reasonably quiet about how he planned to dismantle net neutrality, saying only that he favored an open internet but opposed the reclassification of ISPs as common carriers. Pai’s announcement took the form of a poorly-reasoned attack on net neutrality, which was later posted to the FCC’s website. He warned that net neutrality’s proponents actually had a “longstanding goal of forcing the Internet under the federal government’s control,” attacked the internet advocacy group Free Press, and even name-checked the Drudge report. It was a full-throated defense of his indefensible position on net neutrality—a position that only the strongest free-market libertarians and people whose paychecks come from Comcast or Verizon could support. Of all the points contained in Pai’s rant, four particularly egregious lies stood out to us. 1. Net neutrality is worse for online privacy Pai argued that reclassifying ISPs as common carriers and therefore returning them to FTC jurisdiction would be the “best path toward protecting Americans’ online privacy,” because “the nation’s most expert and experienced privacy regulator” would be regulating it again. As we’ve pointed out repeatedly, the whole reason that ISPs and Republicans pushed the idea of restoring online privacy oversight to the FTC instead of the FCC is that they know the FTC’s regime is weaker, and that agency can only go after violations after they’ve already happened. The FCC, on the other hand, has the power to issue rules preventing violations before they happen. The FCC privacy rules that Congress just obliterated were undoubtedly stronger than the FTC status quo, because they required opt-in consent before ISPs could sell your browsing history. 2. Net neutrality has harmed broadband investment In yesterday’s speech, Pai repeatedly claimed that net neutrality has reduced investment in broadband infrastructure, citing a study by the Free State Foundation that claimed the 2015 net neutrality order has cost $5 billion in broadband investment. The Free State Foundation is a conservative think tank with ties to ALEC, the shady group that pushes conservative policies and even writes model legislation in the states. More to the point, the Free State Foundation has received hundreds of thousands of dollars from the two biggest telecom lobbying groups: the Internet and Television Association, formerly the National Cable and Television Association (NCTA), and the Wireless Association, formerly the Cellular Telecommunications and Internet Association (CTIA). Between 2010 and 2014, the latest year for which funding figures are available, NCTA gave $375,000 and CTIA gave $280,000, according to tax documents accessed through the Center for Public Integrity’s Nonprofit Network tool. Both are among the strongest opponents of net neutrality; NCTA represents ISPs like Comcast and AT, who stand to gain the most from repealing the rules. Organizations that aren’t financially supported by telecoms see the investment numbers a little differently. An analysis by Free Press provided to attendees to Pai’s speech yesterday shows that ISPs’ capital expenditure increased more after net neutrality was passed than in the two years before it. Comcast, too, has invested 26 percent more since 2015 than it did between 2013 and 2014. The same arguments about how net neutrality would hurt investment were made in 2015, and they were wrong then, too. Business continues to be extremely good for ISPs; so good, in fact, that AT had $2 million in cash lying around to drop on Trump’s inauguration. Indeed, ISPs themselves happily boast of investments when they’re not whining to regulators. The CEO of Charter Communications told attendees at the UBS Global Media and Communications conference in December 2016: “Title II, it didn’t really hurt us; it hasn’t hurt us,” according to a Reuters transcript of the event. Comcast, which today announced an increase in internet subscribers, boasted of its “consistent investment and innovation” and how it planned to “double the capacity of our network every 18 to 24 months” in an earnings call in January; Comcast executive Michael J. Cavanagh said the company would“increase our investment in network capacity” during 2017. That doesn’t sound like it’s suffering under the weight of a regulatory burden 3. Net neutrality accentuates digital redlining This is related to Pai’s claim
Re: [Trisquel-users] net neutraility is being threatened yet again...
Calmstorm Bad news about net neutrality. Ajit Pai just granted the wishes of his friends at AT, Comcast and Verizon: The FCC voted along party lines 3–2 to gut the Net Neutrality protections. The cable and phone companies can now slow down their competitors’ content or block political opinions they disagree with. They can charge extra fees to the few content companies that can afford to pay for preferential treatment — relegating everyone else to a slower tier of service. We cannot and will not let Pai have the last word on this: Free Press is suing the FCC and demanding that Congress overturn the vote. We won’t stand for it and we know you won’t either. More soon, Candace, Dutch, Lucia and the rest of the Free Press Action Fund team freepress.net P.S. The FCC just destroyed Net Neutrality. Re: [Trisquel-users] How does one respond to this statement?
What is the difference between GPLv2 and GPLv3? http://www.ifross.org/en/what-difference-between-gplv2-and-gplv3 GPLv3 of June 29, 2007 contains the basic intent of GPLv2 and is an Open Source license with a strict copyleft (→ What types of licenses are there for Open Source software, and how do they differ?) However, the language of the license text was strongly amended and is much more comprehensive in response to technical and legal changes and international license exchange. The new license version contains a series of clauses that address questions that were not or were only insufficiently covered in version 2 of the GPL. The most important new regulations are as follows: a) GPLv3 contains compatibility regulations that make it easier than before to combine GPL code with code that was published under different licenses (→ What is license compatibility?). This concerns in particular code under Apache license v. 2.0. b) Regulations concerning digital rights management were inserted to keep GPL software from being changed at will because users appealed to the legal regulations to be protected by technical protective measures (such as the DMCA or copyright directive). The effectiveness in practice of the contractual regulations in the GPL has yet to be seen. c) The GPLv3 contains an explicit patent license, according to which people who license a program under the GPL license both copyrights as well as patents to the extent that this is necessary to use the code licensed by them. A comprehensive patent license is not thereby granted. Furthermore, the new patent clause attempts to protect the user from the consequences of agreements between patent owners and licensees of the GPL that only benefit some of the licensees (corresponding to the Microsoft/Novell deal). The licensees are required to ensure that every user enjoys such advantages (patent license or release from claims), or that no one can profit from them. d) In contrast to the GPLv2, the GPLv3 clearly states that there is no requirement to disclose the source code in an ASP use of GPL programs as long as a copy of the software is not sent to the client. If the copyleft effect is to be extended to ASP use (→ When does independently developed software have to be licensed under the GPL?), the Affero General Public License, Version 3 (AGPL) must be applied that only differs from the GPLv3 in this regard. When is GPLv2 used, and when is GPLv3 used? http://www.ifross.org/en/when-gplv2-used-and-when-gplv3-used License holders can choose if they want to use version 2 or version 3 of the software if the following reference is provided: "this program is free software; you can redistribute it and/or modify it under the terms of the GNU General Public License as published by the Free Software Foundation; either version 2 of the License, or (at your option) any later version.” With which licenses is the GPLv3 compatible? http://www.ifross.org/en/which-licenses-gplv3-compatible\ The GPLv3 is compatible with the following licenses (but not vice versa): Apache License, Version 2 Affero General Public License, Version 3 (see sec. 13 of GPLv3) Lesser General Public License, Versions 2, 2.1 and 3 (LGPL) BSD license without the advertising clause CeCILL (CONTRAT DE LICENCE DE LOGICIEL LIBRE CeCILL) Artistic License 2.0 Zope Public License, Version 2.0 und 2.1 Note: This means OSS under a listed license can generally be used for creating OSS under GPLv3. It does not mean OSS under the GPLv3 may be incorporated into OSS which uses one of these licenses. If there is no reference to the license version, you can also choose between version 2 and version 3. The licenseholder is only restricted to a specific license version by the phrases "version 2 only," or version 2” without the added phrase "any later version". This is the case with the Linux kernel that contains such a reference by Linus Torvalds in the COPYING file. Source text under "version 3 of the license or (at your option) at any later version" cannot be introduced into the Linux kernel, and conversely, code that is licensed as "version 2 only" cannot be used in projects that are already licensed under GPLv3. GPLv2 and GPLv3 are then incompatibl

[Trisquel-users] Global Value Chains and the Missing Exports of the United States
If trade statistics included the value of intellectual property rights associated with physical goods, the United States would see an increase in export capacity and a decrease in the trade deficit. More and more American multinational corporations are outsourcing the production and assembly of their products to foreign companies. When they do so, they derive the largest share of their revenue from the intellectual property embedded in core technological innovation and brand names. However, conventional trade statistics are compiled based on the value of goods crossing national borders, as declared to customs. Generally, the added value associated with intellectual property rights and embedded in physical goods is not recorded as either export or import of any country. Hence, current trade statistics greatly underestimate United States (US) exports and substantially exaggerate its trade deficit. In this paper, we use the case of Apple, the largest American consumer products company, to illustrate the failure of conventional trade statistics to report actual US export capacity in the age of global value chains. According to our analysis of this case, if the value added of Apple intellectual property sold to foreign consumers was counted as part of US exports, total US exports would increase by 3.2%, and its trade deficit would decrease by 6.4%. In terms of bilateral trade, the value added under examination here would lower the US trade deficit with the region comprising the People’s Republic of China; Hong Kong, China; Taipei,China; and Macau, China by 5.7%, and that with Japan by 7.8%. https://www.adb.org/publications/global-value-chains-and-missing-exports-united-states

Pyraman Clearly trisquel 8 is bit behind, but never loose your faith on them. Even do my new trial trisquel 8, was not completely successful and it did crash my hard drive after few days of usage it does not change my perspective over all trisquel, is a solid distribution. If you are willing to wait you could always use other distributions, example of it is Debian. but I will not discredit Trisquel developers because there slowness. And for me to download the new Trisquel 8 and see it in person it was real nice, unfortunately i was not bale to catch the disparity, I don't lose my faith on the trisquel 8 project. Basically that was the closes I could get to help them. I hope you understand me.

Re: [Trisquel-users] Where is and when trisquel 8 will be released?
Issues with Trisquel 8 after 16 days of usAGE. After using Trisquel 8 for 16 days, it did crash out. Trisquel 7 never did that problem. 1. I try to use the same copy that I download and did copy before. It did not work at all. Why? I don't know clearly the reason for it. 2. I thought the hard drive sectors when bad, but that was not the case. I did verified all the sectors of the drive and did check out Normal. 3- The CD ROM was running fine. The whole PC FROM THE RAM TO Nick CARD WAS RUNNING OK. 4- i DID FORMATTED the HARDRIVE drive again , and did reinstall Trisquel 7 again and NOT TRISQUEL 8. All without issues again. 5- My doubts and question on the fail trisquel 8 lingers. Could it be something with the operation of trisquel 8 itself? or a bug himself not seen before. There is no way I could detect the error and able to reported , I had no choice but to format the drive again. Ill wait until they release the official trisquel 8 version. Trisquel 7 is a solid ISO, BUT THE TESTING OF TRISQUEL 8 IS NOT TO MY EXPERIENCE. i AM BACK WITH THE OLD TRISQUEL 7.
